Frank Gilligan was promoted to the Federal Habeas Corpus Team off the Criminal Justice Division of the Tennessee Attorney General's Office. Having served as assistant attorney general since 2008, he now handles capital and non-capital litigation for the state of Tennessee. Previously, he served as an assistant district attorney for the city of Philadelphia.
