Paul J. Kelly Jr. has served as a judge on the U.S. Court of Appeals for the 10th Circuit since 1992. He received his JD from Fordham University School of Law and his undergraduate degree from the University of Notre Dame. He currently serves as president of the Oliver Seth American Inn of Court, chair of the 10th Circuit Uniform Criminal Jury Instruction Committee, chair of the 10th Circuit Complex Disciplinary Committee, member of the 10th Circuit Rules Committee, and member of the American Law Institute. He currently serves as a member of the Code of Conduct Committee of the Judicial Conference of the United States. Judge Kelly was elected to the New Mexico Legislature as a member of the House of Representatives and was one of the original members of the New Mexico Public Defender Board, charged with establishing the State Public Defender System. He was also a member of the State Personnel Board.
