Rule Of Law Lecture Series

Through the Rule of Law Lecture Series, The DePaul Rule of Law Journal and the International Human Rights Law Institute (IHRLI) connects students with innovative human rights leaders and advocates.  The lectures expose students and guests to what it means to promote human rights through strengthening the rule of law. The Rule of Law Lecture Series will continue during the 2009-2010 academic year.  Please see the IHRLI events page, located here, for an update of upcoming lectures and dates. 

Past guests include:

Melanne Civic is the Senior Rule of Law Advisor for the U.S. Department of State in the Office of the Coordinator for Reconstruction and Stabilization (S/CRS). Ms. Civic discussed current Rule of Law policy and opportunities available through the new Civilian Response Corps.

Doug Brooks is the president of the International Peace Operations Association (IPOA), an association of private contractors. In his presentation, he discussed the United States’ use of private contractors overseas and their roles in providing security, supporting the military's logistical needs, and assisting with reconstruction.

Darrell Phillips, Associate Chief of the Operations & International Law Division for the Air Force Judge Advocate General’s School, discussed operational law and the implication of military operations on the protection of fundamental human rights.

Heba Morayef is a researcher who focuses on Egypt and Libya for Human Rights Watch.  She discussed the role played by human rights organizations in developing and executing rule of law programs.

Colonel Chris Mayer discussed his experiences with the United Nations mission in Liberia. As Chief of Civil-Military Cooperation, Colonel Mayer saw firsthand the multiple entities who work simultaneously to promote the rule of law during a United Nations security operation.

Chad Vickery is the Director of Programs for Europe and Asia for the International Foundation for Election Systems (IFES). Mr. Vickery discussed how an independent judiciary, an independent media, and an informed and engaged civil society are crucial to achieving the Rule of Law.
